الجزائر تبقى'طرفا رئيسيا معنيا ' بنزاع الصحراء

قال الجامعي الأميركي جاك روسيليي الخميس بواشنطن إن الجزائر، رغم أنها لم تتقدم بمطالب ترابية في الصحراء، إلا أنها تبقى مع ذلك "طرفا رئيسيا معنيا " بالنزاع " بسبب مصالحها الإستراتيجية الخاصة في المنطقة والقضايا الحدودية" وتطلعاتها للهيمنة .

وأبرز الأستاذ المشارك في معهد الشرق الأوسط ، الذي يوجد مقره بواشنطن ، في تدخل له خلال لقاء حول التطورات السياسية والاقتصادية في شمال إفريقيا ، أن تبني "مقاربة استراتيجية وشاملة ،على مستويات متعددة ، تشرك الأطراف المهتمة وكذا الأطراف المعنية فضلا عن المجتمع المدني، في جوهر وشكل أي مسلسل محتمل للتفاوض مستقبلا، من شأنه أن يحسن من إمكانيات التسوية النهائية " لقضية الصحراء .
ومن جهته، اعتبر السيد وليام زارتمان الأستاذ في مدرسة الدراسات الدولية المتقدمة بجامعة جون هوبكينس في واشنطن، الذي شارك في هذا النقاش، أن للرئيس الجزائري دور يلعبه في تسوية هذا النزاع، مشيرا إلى أنه " يتعين على الرئيس بوتفليقة أن يبرهن عن القدرة السياسية في التعامل مع نزاع الصحراء وأن يكون صانع سلام في شمال غرب إفريقيا على غرار ما قام به في شرق إفريقيا في النزاع بين ارتيريا واثيوبيا ".

وأكد الأستاذ زارتمان أن" للرئيس الجزائري دور يلعبه في تسوية هذا النزاع، لكن للأسف، قلص هذا الدور، الذي يمكن أن يزيده تقديرا " .

وتطرقت أشغال هذا اللقاء، المنظم بمناسبة إعطاء الانطلاقة الرسمية لأنشطة مركز المغرب العربي ، وهو منظمة مستقلة ذات النفع العام تأسست مؤخرا في واشنطن، إلى التطورات السياسية والاقتصادية في بلدان المغرب العربي على مستوى عدد من الورشات التي سلطت الضوء حول الإصلاحات السياسية والإسلام السياسي والوضع الأمني في المغرب العربي والتنمية الاقتصادية والعلاقات الدولية والاندماج الإقليمي .
